General information for vendors
This web site has been developed to facilitate the Request for Proposal (RFP) process for the Adult Basic Coverage Insurance Program. The program is administered by the Pennsylvania Insurance Department (Department) and will provide basic health-care insurance to persons whose income is at or below designated eligibility levels.
The RFP process will result in the selection of contractors to perform multiple functions for the operation of the program. The Department intends to fund all reasonable proposals that demonstrate cost effectiveness and provide sufficient detail that the offeror is capable of meeting the requirements specified in the RFP. In general, selected contractors will:
- Provide basic health-care coverage
- Conduct outreach
- Determine eligibility for the program
- Enroll and renew enrollment for eligible adults
- Collect montly payments
- Perform quality assurance tasks
Parties interesting in submitting proposals must be one of the following:
- A Health Plan Corporations
- A Health Maintenance Organization
- A risk-assuming Preferred Provider Organization
- A Life or Health Insurance Corporation
In order to be considered for the award of a contract, offerors must meet all applicable licensing requirements of the Department and the Pennsylvania Department of Health.

All pages have their own instruction set. Read each set of instructions carefully. All the information you will need to effectively use this web site has been included.
This web page will give you access to the RFP, any updates, important dates, questions posed in anticipation of the pre-proposal conference, and answers to the questions posed.

The Department recognizes the importance of providing clarification to any points in the RFP which may not have been clearly understood by potential offerors. Written questions will be accepted by the Department through this website. Eligible offerors without internet capability may mail or fax until the date and time specified in the cover letter to this RFP. Answers to all questions will be posted on the web site. No preproposal conference will be held. For further information on how to submit questions, go to the "Submission of Questions" page.
